Proficiency of Laboratories and Good Laboratory Practice Assessing

Centre for Assessing Proficiency of Laboratories (ASLAB) is a separate unit of TGM WRI, p.r.i., and was established by the Decision of the Minister of the Environment of 31st March 1993. In compliance with the Measure No. 12/06 of the Ministry of the Environment of 12th December 2006 on the issue of the deed of foundation of the public research institution, the section is entrusted to perform activities listed in the deed of foundation as follows:

  • 9.17 assessment proficiency of hydroanalytical laboratories for chemical, biological, microbiological, toxicological and radiochemical testing methods and organizing interlaboratory comparison tests in a field of environment,
  • 9.32 performance of the National Inspection Authority of Good Laboratory Practice.

In compliance with Organizational Code of TGM WRI, p.r.i., ASLAB carries out activities and applies to spheres of interest as follows:

  • assesses proficiency of hydrochemical laboratories in accordance with the Czech version of EN ISO/IEC 17025:2005 General requirements for the competence of testing and calibration laboratories and isuues is a Certificate of Good Laboratory Practice, which is according to Act No. 254/2001 Coll., on Waters and Amendment of Some Acts (the Water Act), as amended and its implementing Decree No. 328/2018 Coll., on the Procedure for Determining the Pollution of Wastewater, making Readings of the Amount of Pollution and Measuring the Volume of Wastewater Discharged into Surface Waters, one of the conditions of meeting the requirement imposed upon an authorized laboratory,
  • organizes proficiency testing (PT) in a field of environment in accordance with the Czech version of EN ISO/IEC 17043:2010 Conformity assessment – General requirements for proficiency testing and issues a Certificate of Participation in Proficiency Testing or Certificate of Participation in Interlaboratory Comparison respectively.

Interlaboratory comparisons (ILC) involve organization, performance and evaluation of measurements and tests of the same or similar item by two or more laboratories according to predetermined conditions.

Proficiency testing (PT) in accordance with ISO/IEC 17043:2010 is defined like evaluation of participant performance against preestablished criteria by means of interlaboratory comaprisons. In a frame of proficiency testing (PT) in a field of environment, the output of which is the Certificate of Participation in Proficiency Testing, which serves as the basis for accreditation bodies in assessing the level of quality of laboratories, ASLAB performs comparison of both chemical and radiochemical laboratories and biological laboratories (in microbiology, hydrobiology, ecotoxicity and biodegradability). PT projects include determination on the concentration level in drinking water, surface water and wastewater as well as in solid matrices. Furthermore, PT is done in waste assessment and determination of radioactive substances in water and soil in accordance with legislative requirements.

In the function of the National Inspection Authority of Good Laboratory Practice, it:

  • performs inspections of testing facilities and study audits at the request of testing facilities, bodies of state administration and national inspection authorities of the member states of the Organisation for Economic Co-operation and Development (OECD),
  • supervises the testing facilities included in the national program of good laboratory practice (GLP),
  • speaks and acts on behalf of the National Inspection Authority of Good Laboratory Practice towards state authorities and the national inspection authorities of the member states and the Working Group on Good Laboratory Practice of the Organisation for Economic Co-operation and Development (OECD), participates in joint international audits of compliance with GLP principles requested by a third party,
  • publishes an annual report on the inspections conducted and on the state of compliance with GLP principles.

In a field of compliance with GLP monitoring, ASLAB performs regular supervision of assessed laboratories with a valid Certificate of Good Laboratory Practice.

ASLAB acts as the National Inspection Authority of Good Laboratory Practice for the area of ​​chemicals and chemical products.

In the legislative area ASLAB builds on new and pending legislation that contains testing methods or links to them and develops methodologies of interlaboratory comparison tests in these new areas with the aim of introducing them into their programs. Further it prepares laboratories to changing conditions resulting from new or amended legislation and provides their further validation.
